Founded in 1995, Philadelphia Student Union (PSU, Norman grantee 2002–2009) organizes low-income high school students to fight for high-quality education in the Philadelphia school system and transform schools and communities. In the years that Norman funded PSU, Philadelphia’s school system was plagued by underfunding, harsh discipline, and the silencing of youth voices. PSU developed young people’s leadership and organizing skills that resulted in several wins, including the reopening of a library, increased after-school programs, and student inclusion in the design of a new school. 

PSU youth conducted a survey of Philadelphia students and found that 68% were not receiving any help with their personal problems, and 40% had never met with a school counselor. Equipped with that data, PSU advocated for student supports and, in 2003, worked with the Philadelphia School District to open Student Success Centers in ten schools, where students could access tutoring, college prep, counseling and peer mentoring.
